California HOA Elections & Board
All California HOA director elections must be conducted by secret written ballot with a dual-envelope system (§5110) and an independently appointed inspector of elections (§5115). Proxies are prohibited for director elections (§5145). Boards must adopt written election rules (§5105) and report results to all members. A procedurally defective election can be challenged in court within one year.
