California HOA Law Overview

The Davis-Stirling Common Interest Development Act (California Civil Code §4000–§6150) is the primary law governing all California homeowners associations, condominiums, and planned developments. It establishes member rights to vote (§5100), inspect records (§5200), attend board meetings (§4920), receive disclosures, and contest improper fines (§5855) and assessments (§5605). Boards must comply with its minimum standards regardless of what the CC&Rs say.
