California HOA Records Access & Board Meetings
Under Civil Code §5200, California HOA members can inspect financial records, meeting minutes, contracts, governing documents, and insurance policies within 10 business days of a written request. Most board meetings must be open to all members with 4 days' advance notice (§4920). Boards may only hold closed executive sessions for litigation, personnel, contract negotiations, and member discipline hearings (§4935).
